Bill Would Limit Restraints In Public Schools

HARTFORD,
CONNECTICUT--Legislation has been introduced into the Connecticut General
Assembly that would limit the use of restraints and seclusion in public
schools.
Senate Bill 977 would change state law to add clear guidelines to restrict the "use of unreasonable restraint or seclusion administered upon a child by any school personnel."
While there are restrictions on the use of restraints and "time out" in many Connecticut state agencies, those laws do not apply to public schools.
"That's why we need standards," said the bill's sponsor, Senator Edward Meyer.
A similar measure, SB 954, would bring the state's public schools under the same set of rules as those of other agencies.
The bills came in response to efforts by parents and advocacy groups that are concerned that school employees are using such measures to control behavior of students -- usually those with disabilities -- sometimes resulting in injuries and deaths.
Both measures are currently being worked on in committee.
